In car mobile phone

Hi - I have a 2000 plate Sovereign Daimler which has a static mobile phone installed in the centre console. I know it used to work when the previous owner had the vehicle but it didn't come with an active SIM card installed. I have tried connecting a new mobile phone SIM card to the phone but it doesn't accept it. Can anyone assist please? Is it due to the new cards operating on 4G? Do I need an old GSM SIM?

My first check would be: is the phone still locked to a different network than your new SIM?
