Ever since I have owned the car my outside temperature gauge reads 10 degree celsius and does not move, Is there any way of resetting it and whereabouts on the car is it placed.

They often fail. If an early S they are located just behind the front bumper splitter.

Very easy to replace and less than a tenner from dealers.
